Can this be used to buy high PR domains, park them on Sedo and them flip them based on the age, traffic and PR??

Or do the sites need to be developed???

The hot sheets, guide and software in this package are made with the website flip in mind. They are meant to make the whole flipping process easier and more organized.
So, for your domain flipping I don't think this WSO will help you that much.
