What are the rights on these? For example, can I create graphics using these backgrounds and then sell the images if they are using this as a layer?

You get personal rights with this deal. You CAN create graphics for yourself or for your clients using these effects for personal and commercial use. You get royalty free and unlimited use rights to each effect. That means you can use them on as many designs as you want.

And you can also use these to create templates. But the templates you create have to be flat images, and not layered source files like I have here.

If you want to be able to sell source files, create your own versions of these source files and sell them, or even sell this same product yourself, I do have PLR licenses to this product.
