There is no absolute "guarantee" of out of all the successful submission, how many will accept and publish your link. Your acceptance rate is based off of how professional your site is and the topic of it.

We've had sites with 30% acceptance, and we've had sites with 70% acceptance. On average, you can expect 40% (so of the 1500 submissions, 600 backlinks).

what is the pr of the actual pages where the links are listed?

The inner page PR is going to vary drastically based on the directory, the category of your site, and where the directory owners place you. I'm sure, theres not specific answer for this question. But if the domain PR is good, you stand a chance of a good page PR

I agree, directory submissions alone will not get you to page 1, but they do have value when mixed with other services. If done well, it does help.
