What kind of backlinks will you be making? Since you say high PR i would think you do blog comments and not profile backlinks since they have no PR..

We do both. And you are right, however, the PR is shared from high PR sites. and eventually you will get the ranking. One of our sites for example just started with work 30 days ago and it is already PR 2. Mainly profile links.

I ordered a $20 package on 10th Sept. So far I have received no info on any links created. I have sent 2 emails but just get an ionstant reply which says the same thing.
