Does anyone know who gets to come up with these subdomains? I thought it would be cool if just any person could create their own for people to use.

That is definitely a good question. It would be nice to be able to create your own domain extension. The only problem I see with it is the confusion it can cause with all the different 'non-regular' extensions that will be registered.
