    You can get excellent landing pages made on Fiverr. As for a low cost autoresponder solution, Mailchimp is good. If you want a higher level solution, Aweber is good. Good luck with your project! My two sense.

    Well on Fiverr you will get an awesome landing page service - But before that you must have autoresponder service activated.

    I would suggest mailchimp (as its a free upto 2000 contacts with good User interface)

    I know few sellers at fiverr with best rating (300+) jobs done for landing page

    Creating Landing page is really easy if you go for any template. But if you need to change the elements of the template then you require a web designer cum developer.

    Have you tried themeforest.net ?

    They have a lot of LP with optin forms, but for make it works you should consider aweber or getresponse as well, you can easily manage your contacts send newsletters etc. Especially Getresponse cos it seems more affordable than Aweber.
