    Probably not a plug-in that is offering those changes. Usually it's the theme options. Not always, but usually. I do know there are some plugins for Genesis and child theme's that offer some nice customization options.

    If you want control like that you just need to pick a theme with a good theme admin panel. There are 1'000's of them. Don't recognize the exact one you've posted, maybe some one else will know it.
