Learn PHP..This is widely used programming language in web designing. You would need a lot more things to learn..

For a static website, one only has to learn HTML and CSS and some Javascripts..

For dynamic websites that needs to keep updating, you would need to learn PHP, SQL, HTML, CSS, Javascript and quite some knowledge of Jquery...

First, you will have to learn the basics of the web design and development, you should use theme generating software for designing such as templatetoaster, dream weaver etc. so that you can understand that what kind of code is being generates when designing a websites. And, then you may have to learn a PHP,HTML and CSS and some Javascripts as these are used more frequently in web design and development. PHP code can be simply mixed with HTML code, or it can be used in combination with various templating engines and web frameworks.

PHP is easy to understand but only creating websites are not enough. You should learn about search engine optimization as well to know about how to create a successful website that should be user friendly and search engine friendly.

Do you mean website developing? If you want to get into developing then yes, PHP would be a good one to get to know, along with HTML, CSS, and Java Script.

If you're talking about website designing, then good knowledge of HTML and CSS is good enough, maybe even Java Script if you're feeling extra motivated.

A lot of sites are being designed with Wordpress, which is relatively easy to learn. If your starting out I would say learn Wordpress, HTML, and CSS, you can make great sites knowing just these items. In my opinion, starting with PHP would be extremely difficult if you don't know the essentials and how they work.

According to me first you should learn basics of any language. java is frequently in use. in beginning you refer some sites like w3 school from where you will get some ideas to design your website. basically java ,css, and free tools like apache/tomcat are the best foundation to build website.

For web page designing PHP is hardly the first step.

PHP is more part of the backend.

For the designing part, you will need HTML, CSS and JavaScript (and popular libraries based on it: jQuery, AngularJS, EmberJS, NodeJS etc)

You should learn PHP to make your design functional, so to speak.

Normally HTML(Hypertext markup language) is used to design a web page. For various styles and design, CSS(Cascading style sheets) are used. This is for static web page where the content will be inside the page itself. javascript, flash actionscript and ajax are used for rich internet application.

For web designing you must have to learn PHP, HTML/CSS and Java scripts as such languages are used frequently. If you want to see that how the website's code is being generated, then for this yo may try a web designing software like WordPress theme generator, theme generator, template-toaster, Dreamweaver or such similar tools. Using such software you can get an idea that how website's code is being generated. Well, you can even design complete websites using such tools as well.
