Most of the time I use.... twentythirteen!

I find it's nice and fast, bug free and easy to customize.. when I'm done it doesn't look anything like the original at all, you wouldn't know it if you saw it..

    Cheers,
    Michael

You can easily design your own responsive themes in a lesser time as per your needs using WordPress theme generator template-toaster, dream-weaver etc. I used such tools for designing themes or templates. You may try this.

    I have no specifications.

Any theme that meets my niche or product requirement becomes the order of the time.

+1 for Divi. Once you get it down it's one of the fastest way to build great looking semi-custom sites. I use it for most of the lower priced design projects my team works on.

An entry level developer with some design skills can put out a killer small business site in a day or two.

I've used it for some heavier custom projects as well. For those I now go with a lightweight framework since I found myself wrestling with overriding styles too often.

Themeforest is hard to beat. But as @emptee has said, you can also use a FREE theme from wordpress.org/themes and get someone to customize it with fresh graphics and some CSS editing.
    Good luck

I've written a post showing how good it is. Do a google search on 'flexsqueeze2 how good is it' if you want to read that post.

Most of my sites I've created with OptimizePress 2.0 but recently I've started to use Divi from Elegant Themes. Divi is extremely responsive, easy to use and has a couple great plugins to boot. If you get a chance I'd take a look at the demo video for Divi on YouTube and see if it'd be the right one for you.

The most important point it is. You should pick a theme that relates to your niche, industry, or business. If you have a blog about education, then don’t use a design what was made for a web hosting site. For most bloggers, the option is very simple as they choose a theme that is very generic and add a logo that matches. This might not be a bad option for someone with a low budget who is just starting out.

Can't agree more!!! Divi is the only theme you will ever need, with the page builder you can literally build any kind of website you can imagine. A portfolio, landing page, sales page, blog, news site, magazine and so on..

It's also super easy to add things like sliders, number counters, portfolios, testimonials, animations and so forth.

Easily the best Wordpres theme I've ever used.
