Would CSS, html or anything else be suitable for me?

I am planning to start a questions and answers examination base on a new site as my next project. However i was thinking, what would be the best choice to use it. CSS, html, wordpress or moodle ?

    If you are comfortable using css/html I would recommend using that instead of WordPress or Moodle. You will have more control plus your site will be much more lightweight and load faster.

    Actually I have a database of around 8000 questions, where I wish to create an online test website, so I was thinking to try out moodle, it seems to be quite interesting to handle. But do you think it loads slower?

    I know that if you make you code with css html it runs faster and it is better in many ways but it takes more time it is true, up to you to decide

    If you prefer HTML and CSS that's fine. But as there's a database included I'd recommend a web based application using PHP and MYSQL based on your needs only. Meanwhile you can code the new features of HTML5 annd CSS for the front-end for the users who are goin to sit for the exam.

    So which means the overall opinion for moodle site is good? Even it might load slower than others, but seems it has all the functions which I would require to set-up the tests, quiz for the students.
