I want to create small gadgets / widget softwares.
what do i need to use, tools for that?
what are the most commonly used tools for this?

You have to specify where you want the widgets to be used. Here are a few possibilities off the top of my head:

Windows Vista sidebar
WordPress
iGoogle
Facebook
Any HTML web page

There are many more, and the technology you need to for creating them will vary.

I just want to create little downloadable gadget tools, maybe sell them or give them away.

The people who are posting questions are trying to help, but you're not giving enough information. If you don't answer the questions, we can't guess what you're trying to accomplish.

All I can tell so far is that it's a smallish downloadable thing that does something.

Do you have any examples of downloadable things that are similar to what you're talking about? If so, please post their names and something about what they do.
