Website or Fb fanpage works better?

I selling a special kind of soil for planting vegetables at home. I have built up a fanpage and paid for ad promoting but it seems like not many people care about it, or maybe fb ads now irritate them so they just skip, I don't know. I am thinking of building a website and increase traffic, but first I do not know how to build it, and second I am not good at SEO as well. Should I hire someone to do this for me? Or is there any suggestion to make my fanpage better first, then build website when I already have a certain number of customers? Btw, a lot of succesful websites for gardening tools (I got the picture from http://siterank.me, not sure it's really reliable). Will it take lots of money for me to promote a similar website? Thanks a lot.

    Promoting your site and fan page takes effort and funds. You need to update your FB page more often with your services, products and promotions.. And do off page and on page seo. If you don't have any skills about seo and marketing, make sure to hire one that is reliable and knowledgeable to the field.

      If I have just started now, then you think I should invest in fb or website first? And which one takes more money?
