GoDaddy's support is amazing. My website once stopped and everything got deleted. They quickly got the website back, due to their daily back-up system (You must choose the daily back-up option, I guess).

This is a hugely open-ended question with a lot of possible answers.... I agree that wordpress is going to be your best answer. It is how I started out learning and I've had a good amount of success. Get some tutorials from w3 schools and/or codeacademy (or anywhere you like, google search, etc) and start learning how you can modify the sources files in wordpress to better suit your needs.

"Best hosting" is completely subjective, what are your hosting needs? I've mostly used godaddy and 1and1 and believe both of them to be high quality hosting providers.

Choose CMS Wordpress. Configuration and installation of WordPress with plugins requires no programming knowledge. I recommend paid templates and SEO plugin "SEO by Yoast"

I highly suggest Wordpress for almost any web design project. You can do almost anything with Wordpress. For domain purchase, I use Godaddy, cheap and easy to use. For hosting, there are lots of good and cheap companies you can trust like Hostgator, eHost, Bluehost , Dreamhost etc. However, I would suggest you using a hosting company that uses SSD for both files and databases. Hosting experience is better in that case. Dreamhost and IntraWeb are using SSD and load times are extremely fast. You can search for more companies of course. But these two are already using SSD drives that offer a better hosting quality

Wordpress yes,
As far as themes there are tons of them from free to expensive.
Hosting I use http://www.hudsonvalleyhost.com - cost effective and tech support is solid.

as far as domain names I like http://www.internet.bs
cost effective or http://www.namecheap.com

Doesn't matter whom you register your domain with they all do the same thing.

You will have to learn SEO, Social Media Marketing or you can outsource via http://www.guru.com or http://www.elance.com or http://www.fiverr.com

regarding hiring a freelancer - set a figure you want to spend, everything is negotiable, I find most people in India, Bangladesh and the US trustworthy. Have a set of questions that you want answered, and ask lots of them, when posting a job, be descriptive and as precise as you can be, list some questions and then follow up with more. Try to deal directly with a coder or marketer, rather than a go between. Happens alot in India, and even if a company or person is in the US they may be outsourcing it to India.

Use GoDaddy For Domain Name. They always have discounts and offers for new users.
I cannot vouch for their hosting as i have not used it personally However they are a reputed brand name and these days most hosting providers do provide uninterrupted Up time.

I use Bluehost as I have been doing so from the very beginning. Wordpress may be the way to go however if you can find a novice web developer you can easily get your hands on a free customised theme in return for a good review.

As a New developer they would require work to feature on their portfolio and thus would possibly do a job for free.

I would suggest you wordpress for creating a good website where you just select your theme and install plugin seeing your website layout plan, and as far as it is related to hosting, i think u must join ehost.com, they give good service and full support in trouble and also affordable in price. Even they provide free domain.

This is something you are going to have to learn on your own. There are plenty of video tutorials on you tube.

search google and youtube for : "How to put up my first website. How to get domain and hosting" experts on there are a little bit more expertish (Made that word up cause I can lol)

buy your domain from godaddy if you want but namecheap is better. a lot of people on here use hostgator and not godaddy for hosting. Godaddy wants a lot of cash out of you they'll drive you nuts if you choose their hosting.
