Website ranking can help backlinks a lot.
do the following:

a) if possible unique articles not copy 1,2 times a week at list 1 article
b) connect if you have wordpress with social media sites using plugin, which means when u post content (publish post) to your site u get autobacklinks for every post this helps pagerank as social media sites are all high page ranked so your link there will help you also.
c) use forums, blogs, video sites.

example: if you register to 7 social media sites like i have i publish 1 post automatically i get 7 backlinks, now 100 posts 700 backlinks and so on....

d) use video sites as many as you can upload video with link at the description box helps a lot for page rank also u get traffic.

e) seo is another part which works well for websites to get your post and pages shared.

Most important here is to create website that other user love visiting your site and coming back for more to comment in your site. Good luck :-)

Improving Website Ranking:

First check whether you have done proper on-page optimization or not.
After that you can go for off-page optimization. There are many techniques for off-page optimization:
1. Social Bookmarking
2. Classified Ads
3. Directory Submission
4. Image Sharing
5. Forum Posting
6. Question and Answers
7. Guest Posting

With this go for SMO activities on facebook, twitter, linkedin and xing. Try web 2.0 activities.
If done properly you will get your desired result.

These are not enough to get ranking. Try to go social as much possible.
Try guest posting which drives more traffic. Web 2.0 will be a great option.

You are on right way, do off page for your website on regular basis and focus those words on which you wants to rank up your site. Classified will also helps you to ranking up your site.

You can do this all on your own or simple hire someone who will do digital marketing for your website.

You can do social bookmarking, forum posting, write unique and seo-friendly articles, spread your website or promote your website across all social media platforms, and maybe try to do Ads.

Um first question, why are you so much worried about the rankings of a local school?

I seldom see any university/school doing marketing about their website.

However if you really want to "rank" your website higher in search engines, do the following...

1) Content - By content I mean content as in text, and not images/headings. To rank a website higher, you need quality content. Without content you cannot rank a website AT all. Just by looking at your homepage, I can see that there is literally no content at all. A banner and some news article headings is not going to help you much. Probably writing a short paragraph of the school, its location, facilities will be helpful.

2) No don't spam the internet - Honestly, social bookmarking, directories, link building and whatever, all those don't work now. The internet has advanced and people want real stuff. You might get a few visitors from them, but you can't really depend on them in the long run.

3) Social Media - The best/reliable way to get traffic is to use social media extensively. Create twitter/facebook/instagram accounts. Post latest news about your school there. Post pictures on instagram, share the same on twitter and facebook. Get followers. Target your location. It doesn't mean you start spamming twitter, if you do that, people will unfollow you and you will lose your followers.

4) Don't worry too much about rankings - The sites who do good actually don't really worry about rankings. Your basic aim here should be to create content which is valuable to the people coming to your site. If you are able to do that, then just give it time and you will see results.
