Any North Korean web designers out there?

I must admit I'm being a little silly, I'm only asking for North Koreans because they would be cheap haha. I AM looking for someone who understands the 'Korean internet' and is fairly bilingual though for a project I am working on. Preferably based in Seoul or thereabouts.

The reason I need someone familiar with the 'Korean internet' is because there are certain restrictions on being an online trader which I'd like to learn about, and the online payment systems here are usually done through bank transfer, cellphone or credit card and I don't know how to set these things up. Something like Paypal isn't going to work here. A lot of my potential customers will also be using local debit cards or will be wanting to pay by the aforementioned bank transfer. The methods of payment used in most western countries on the internet would be a massive massive hindrance. I need someone who can link Korean internet payments to a paid membership account. Also, they'd be good at making websites look pretty.

I don't suppose anyone reading this would be able to help?
