Where have you heard the terms? Can you provide a link?

I've never heard of level 1 and level 2 websites.

I've heard of level 1 and level 2 hosting support tech. support, though? (I.e. level 1 is more for the general/basic hosting questions clients ask, whereas level 2 questions tend to be a bit harder and may require server-level access to answer/resolve; this isn't a term that hosting clients really need to know though, it just applies to hosts and their staff)

I think Ron may be referring to Cascading Style Sheet Levels on a web site.

CSS LEVEL 1 - This is the very basics. such as font styles, Color schemes, borders, and other simple html styling. W3C Link: Cascading Style Sheets, level 1

CSS LEVEL 2 (Revision 1) - Includes Level 1 Plus: Element Positioning, Auto numbering, Page Breaks, Orienting Text Right to Left or left to right, and a bunch of other things.
W3C Link: Cascading Style Sheets Level 2 Revision 1 (CSS2.1) Specification

CSS LEVEL 3 (Currently Under Development) - new selectors, fancy borders and backgrounds, vertical text, user interaction, speech, and more W3C Link: CSS: Current Work

Hope that is what you were asking.
