Photoshop Question

For some reason I can not figure this out.

I'm trying to eliminate the horizontal scrolling bar in my photoshop layout.

The site is 960 px wide and my monitor has enough resolution so why is it when I zoom the site to 100% (it usually opens at 66.67%) and click the maximize button I still get the horizontal scroll?

Any suggestions,

    A horizontal scroll bar only appears (at the bottom) when the page is too wide for the browser.
