I use Pretty Link Pro plugin on my WP sites to monitor CTR on different links. It is a very good tool. My problem is that I have some HTML websites that I would like to do the same thing. Are there any free tools (or low cost tools) that anyone can recommend?

Google Analytics & Google Webmaster Tools are the best free one's, you just have to set up an account and add the code to your websites. Then you can track CTR.
