Help with ideas when outsourcing web design

I am looking to build a new website.

Currently I have a great CMS with one site and the other is a very simple one maintained with Frontpage extensions.

I am unable to use the CMS for my new site.

The features needed in the new site are:

* Members Login
* Database for new member sign ups
* Upload section where some members have to be able to have secure access to upload information into a scoreboard that is viewable by anyone (needs to be simple to do). We need many different scoreboards.
* Scoreboard needs to be able to make their own calculations, spreadsheet style and be able to cross reference other scoreboards on the site, to give data automatically


The challenge is that we have a very small budget to do this.

Our thoughts are to outsource the web design and be left with a site that takes very little maintenance, though is easy to duplice pages to build new ones (eg scoreboards).

I can work my way around Frontpage, though am a pretty good learner if another program would be easier to use.

What about outsourcing to have someone else build a CMS? Too expensive?

Is there any easy way to create this?

    i think if you are using a CMS in your site, you should have a good programming background to pull it off... you have a database and login and everything to start it off, its best to hire someone, but it will be expensive as you need a programmer and a designer to work but think of the long term benefits for that... but if you can program it then no problem, only design

    head over to 99designs.com they will design it and program it, but do it in two lots, first get designer, then do another project for a coder.

      Honestly, Joomla can do all of that and its free, have you tried playing around with that?

      If not, there are lots of freelancers who could create you one though I pretty much guarantee that most will work from joomla

      So my advise is, download joomla, go through joomlas website and extensions area for any thing you need that you dont have

      If you need something that is not there,.... have a freelancer do it, its so much cheaper and easier and then you can setup your own budget range and award the one most qualified.

        Cheers everyone... thanks for the ideas... I guess I'll do a forum search on Joomla now and look into it. I know I've heard of it before, though never checked it out!
