    Photoshop works. I've designed many like this.

    Add a white stroke/outline and then a drop shadow to the text.

    I will create this very easily in Fireworks. I use the CS3 Version of Adobe. Of course Photoshop will give you more tools to play but you will need more knowledge.

    I will use Arial Font and 25 on the font size.

    If you don't have (or want to spend the money on) Photoshop, GIMP or Paint.NET are free options that would work as well. I've never used Paint Shop Pro, but if it allows you to work in layers, you can do it.

    You can do it with fireworks, or with illustrator, it's just text with outline in one color and fill with other. Maybe it's converted to paths.

    PaintShopPro, or PaintShopPhotoPro X3 as it is now is much more affordable than Photoshop and will do everything you need for website graphics. It's my program of choice for all my photo and graphic work.

    If you don't have the money to buy photoshop, you can sign up for a free trial:
    Adobe - Downloads. It's a 30 day trial, and then you can just make as many banners and graphics as you want. It's fast and easy! There are a lot of great tutorials around, just search for it! Good luck!
