Here's a high-level account of what is required:

If you don't have a web hosting account already, that should be your first step. Hostgator, Dreamhost, Bluehost are just a few; sign up with one - you'll be out less than $10/month. Your next step should be to buy a domain name - the address of your web site. You can purchase one at Namecheap, Godaddy, et. al. - less than $10/year. Once you have these 2 things, visit the control panel for your host and install Wordpress - should only be a couple of clicks.

The Free version of CopyPilot makes basic websites very easily, it might be exactly what you need.

A download link for the general public will up on our main site soon, but since you can not send PMs you may request it from Contact@Copy-Pilot.com

mrmagos has given great advice. If you're planning to use Wordpress, there is actually a new Wordpress hosting package at Godaddy that you don't even have to install. Haven't actually checked it out yet though.

I guess it will depend on exactly what type of website you want to put up and if you are planning to have regularly updated content or not.
