How much could the design of a coloring pages site will cost

I am thinking about starting a coloring pages site. I was wondering how much this type of site would cost for the design/template/etc.
It would be a site with many coloring pages in categories and new pages would be added regularly. The ideal site would be one where I could upload the new pages.
Does a template exist for this type of site? I've been searching and can't seem to find anything. I am curious to learn more and would welcome your thoughts. Thank you so much for your time.
