Landing page infront of signup page

I am thinking of adding a landing page to a forum site. Instead of landing on the login page straightaway, I am thinking of adding a landing page to highlight notices and offers before the member hits the 'enter' button to go to the login.
Normally, the member would type the Url ending in /forum and end up on the login page.
Can please someone tell me what I have to do to implement this.
I was not sure whether to post this as a programming question but as it to do with the appearance overall functioanlity of my forum website I would post the question here.

    The answer largely depends on the forum software itself, since that's generating the content of the page located at /forum. (I guess the does make it a "programming" question!)

    I'm guessing the /forum page also shows the discussion content to a user once logged in, so the only way to show a new page in the process, without breaking the whole forum, would be to adapt the forum code itself. It wouldn't be a major change, but programming skill would be required.

    There may be a simpler workaround, again depending on your forum software, to change the "login" links to point to a different page, which then links back to the regular login page.

    That's all I can think to say without knowing the specifics.
