Hello!
Simple question:

Should I add a RSS Feed icon (the orange icon that displays on the right side of the address bar) for my blog on every page of my site? Should all my dozens of content pages point to the blog (RSS Feed icon) with the idea of the blog being the official voice of the site?

What is best practice?

    If I understand you correctly, you are just asking if you RSS icon should be displayed on all pages of your site?

    My answer to that would be - DEFINITELY.

    You can place your RSS icon in a non-obtrusive location on all your site. I thinking doing otherwise would defeat the purpose of having a feed for your site anyway.
