Is there a WP plugin that will allow me to edit look and feel of comment section?

    I guess you are in the right page. As for the plugin, I'm not that sure if there are any as of the moment. But changing the look and feel of the comments area in a Wordpress theme is pretty easy for a Wordpress Designer.

    It would be pretty resource wasteful to use a plug-in for this.
    You can completely restyle the comments if you wanted with just CSS in the theme style sheet.
