Any reason why you would want to use Wordpress for a site like this? Seems like it is only a few pages and doesn't really need a database... probably better to just code it in HTML.

^^ What he said. Even though you said you can't code, it would be worth it to learn for an extremely easy layout like your example, you could probably do it in 1.5 weeks from scratch with no prior knowledge. Wordpress IS NOT THE BEST SOLUTION FOR EVERY WEB SITUATION. Whomever tells you otherwise is a liar.

You could easily put that code into a wordpress site if you know what you are doing.
You don't need any programming knowledge with wordpress however you will need a highly flexible template and good technical support which you will only get from using a premium wordpress theme. This way you can get help if you get stuck. If you use a free theme there's no support

WordPress or any CMS is the best solution if you need a website with a blog or regular posts on particular topics. Easy to customize and manage.

A static HTML site is good if you just need a small and simple website. You also need an FTP client like Filezilla and HTML editor along with knowledge of HTML to update your HTML site. This means you might not be able to update your website from a cyber cafe or a friend's home.
