Static Section on WordPress

How do I create a static section like on this site? I'm talking about the section with the first set of ads, the long image and the subsequent text. Notice that it's static and stays at the top on each page. Do I have to modify the index to do this? I'm a total WordPress newb, but I think this would be a handy modification to know how to do.

    Could you point me in the right direction as to how I would do that?

    Do I have to create a div or something at the top of the blog section?

    u just have to modify header.php in ur wordpress editor.

    It depends on the theme that you are using, but you should be able to just alter the header section of your theme's code.

    You might also look at Flexibility Theme for WordPress, it has a built in 'top featured' section already, so you won't have to learn coding.
