but if you're serious I would pay a month month subscription to Lynda.com

and do the bassic HTML/CSS videos.

For w3c specs, go to w3.org (xhtml, css, javascript), php.net for php docs, and mysql.com/doc for mysql docs.

Well, as far as free online tutorials go, try:

http://www.w3schools.com
http://www.programmingtutorials.com

Both are fairly decent, particularly considering they are free resources. Use Google to find other non-free resources, although when it comes to programming, I usually recommend courses taught by an instructor. There is a lot to learn that just can't be picked up if you're just learning the syntax alone. Of course, I'm assuming that's what you're looking for as opposed to stand-alone applications.

If you really want to learn programming at a professional level, I would suggest you check your local university or perhaps a trade school.

Dear if you are new to programming than I suggest you to join some training institute to attend the regular classes to learn programming. Because in class room you learn more from the experiences of your teachers and can make live questions to him. You also learn by the questions asked to your teacher by your classfellows. Online learning is only beneficial when you have the basic concepts of any subject like programming. If you have learned programming using any programming language, you can learn other very easily.

I completely agree with you! If anyone does not have the basic programming concept then it's very important to attend a regular course and that is not from online. Attending any classroom can help ones to learn from the basic level. Over there teachers or faculties can rectify mistakes that a student can do and also can help to solve any related queries. Once getting the primary concept then learning from online could be ok. But initially couple of months should go physically to any reputed learning center.

According to me, you can learn web programming free by surfing on internet. You need to know basic knowledge of html and css. You can take help from web tutorials also.
