Help Finding Static Bar/Banner That Pops Up on BOTTOM of Site

I came across a site selling a customized HTML coded bar that pops up at the bottom of the visible window and stays there when you scroll down. I didn't bookmark it. Can anyone refer me to a site? I'll be glad to buy it through your affiliate link.

Note, this is NOT an exit pop-up/under/over. The bar remains static at the bottom of the page.
