Assuming you mean you are using Adobe for your PSD desing. If you know how to slice your Adobe PSD design into a functioning xhtml / wordpress-based site, then that's just fine.

You can then use Dreamweaver to add in the functionality / code.

But think about what type of site you want - html or wordpress or some other? That should determine your approach for development.

Most themers will start the design in PSD, then do the xhtml/css (in dreamweaver or tool of choice), and then some will convert it to a WP theme. That's the general process.

Adobe Dreamweaver has a little something for everyone. Coders can code every aspect of a page. Designers can hide the coding, input their design into the program's window and let the program do the rest. People who don't choose sides can keep both the coding and design parts open and complete their website that way. This is only a fraction of what the program can really do. It also allows you to code in all the major programming languages (HTML, ColdFusion, PHP, CSS, JavaScript, XML, etc.). Anything you can think of, Adobe Dreamweaver has it functioning at a high level.

Adobe Dreamweaver is a good piece of software, but maybe expensive to some people. Another option is just using a texteditor and learn how to code HTML / CSS / PHP. The learning curve is less steep then you might think. There's lots of information to be found on the internet. Good courses are offered by for example Lynda.com. An awesome website to find some proper tips and tricks is alistapart.com. For image-editing and general design alternatives to Photoshop, you might consider using Gimp (free!).

When it comes to Dreamweaver and designing website, you've everything you need. I recommend you only use this and I've seen other HTML editors screwing up codes.
