What skills should I list for developing my website?

On Elance, I am seeking a general web development programmer to handle the HTML, CSS, and back-end database and control panel of a large picture site. I want the site to work on all browsers and devices. I want it to have a clean snappy front-end and a back-end so I can add and edit data.

What qualifications do I need to list as far as programming languages and markup languages go?

    Lets see you already have two HTML and CSS and the rest depends on your site, can you explain your site a little more? What kind of functionality would you like?

    You mentioned, Dreamlife, that this key person would have to handle the back-end as well:

    Your description implies other important requirements as well. They include:
    - Familiarity with at least one major CMS (Content Management System)
    - Database programming and query-building
    - Database maintenance and administration

    Major open-source CMS include Drupal and Joomla. There's no shortage of CMS software solutions, open- and closed-source.

    Eventually your site may be handling thousands, if not hundreds of thousans, of pictorial data items. If so, you would want SQL skills to be included. One set would be the building of the database, and program the queries likely to be made, while the other deals with maintaining and administering it.

    MySQL and PostgresSQL lead in open-source SQL databases. Oracle, the leading proprietary SQL vendor, acquired MySQL during its buyout of Sun, as you may know. The person would have to know SQL well.

    In addition, since this is a pictorial site, for the acutely visually-oriented, you might want to include graphic designer skills for site design and layout. Graphic design skills can enhance site appeal.

    Given such skill sets required, which are different from the HTML5/CSS3 and Javascript/PHP skills mentioned above, I think it unlikely one person would fit the bill. You may have to think of hiring one or two others. You could also leave the hiring to the lead programmer, though I doubt that would be wise.
