Would Joomla or Drupal allow this?

When a client uploads a photo for me to print on canvas sometimes I have issues with cropping.

For instance, a client orders a 16x20 canvas but their photo is sized at 16x24. Usually when I crop it for them it isn't a problem, but sometimes a client didn't want a certain area of the photo cropped. I'd like to give them the option of uploading their photo, selecting the size and then crop it themselves before sending the final cropped photo to me.

I know Wordpress has nothing for this. I'd like to stick with Wordpress, but I would need a custom plugin for this.

Having never used Joomla or Drupal, I don't know if this is possible with any CMS. Does any experienced Joomla or Drupal users know if it is possible?

It would be nice to have this implemented into a CMS site. It would certainly save many phone calls to clients explaining how cameras take a wider shot than the standard old 8x10, 16x20 etc... and that these "wider" photos need cropping.

You will need to use TimThumb from google. They have an amazing script that handles all of the BS for you. I know that there are plugins for wordpress to use this plugin making thumbnails, but many people are using it as a cropping tool as well.

I looked for a wordpress plugin for about 20 seconds for you, but didn't find one right off the bat. If you know anything about php you can whip this out yourself fairly easily.

Google has some amazing documentation on TimThumb.

You can also read about the php integration script here:
