I get the feeling the OP doesn't have a budget to pay anyone.

man: It sounds like you need to find a web host that has a free site builder included with hosting. If not Google "free web templates"

next you're going to have to learn how to edit a free template so you need to know a bit about HTML
best place to do that:
W3Schools Online Web Tutorials

I just published my first site with a FREE ebook giveaway after going through a FREE study with Chris Farrell online. Its great for beginners and Chris gives great email support. You'll do well by checking him out.

If you want something free, it might be easier for you to just go to a site you like and save the page. And start playing around with changing things around for what you need.

Try the Open web Design at Open Web Design - Download Free Web Design Templates - it's a library of Open Source templates that you can modify to suit your needs, providing that you give credit to the original designer.

Another consideration may be using WordPress and a free Theme to create your site.
