    A dummies guide is usually a good way to learn the basics After you learn the basics, you should practice by making a few websites and modifying them. I also like to study other peoples websites and see what HTML/CSS coding they are using. You can learn a lot by studying what other people do.

    In my opinion, the best way to learn CSS in a short time, at least the basics, is to find a website and try to design a similar website from scratch by checking its CSS code (Right Click > View Source). I started learning CSS like this and it was very helpful.

    You must read a CSS book to know about CSS rules, class and id identifiers.
    When you know "how to code?" then start designing with CSS/html using any integrated html editor. i love Adobe Dreamweaver CS4 but you can use anyone even notepad.

    At beginning you should design some simple and easy pages and try to apply different rules with different backgrounds, images and then step by step your skills will increase.

    You can search for e-books available on the internet. There are many websites that provide online tutorial for CSS. Practice while you learn, only then you can master CSS. It is not very tough to learn CSS.

      I think I learned more faster just trying to do things such as horizontal menus and dynamic layouts i would find tutorials for these things and then build them in the process i learned a huge amount about css. Probably one of the first things you will want to learn is positioning. there is a really good site for this called barelyfitz. You can find it here

    I would also try and pick up a copy of Adobe Dreamweaver as well.

    Dreamweavers good w3cschool is good but there is one other site that you have to pay a subscription to but it does the job fast. VTC.com no affiliate link

    How do you define "short?" 2 weeks? 2 months? I think the average person just getting involved in CSS would need at least 1 week of constant learning to fully utilize all it's abilities.

    Dreamweaver is good since it gives you all of the possiblities. You can use other programs which generates css code for you based on what you want, so you can see how to do the code for what you want. I started with that. Now CSS is like a second language to me.
