Fitting All Screen Sizes

What is the best method to ensure that your newly designed mobile website will fit all mobile phone screens?

I have viewed many mobile sites on my smartphone and some fit perfectly and others look like crap. If I rotate my phone many will adjust nicely to the new width but then when I rotate back to original position width does not convert back.

Looking for ways to solve all these issues.

use a liquid design => use of % instead of px/em
