Creating Article Directories With Wordpress

HI guys
I already have this
Adsimple theme - Nice theme for article directories.
jQuery Post Preview Plugin - We can preview how the article will be when we are writing it.
Article Directory Plugin - for the creation of categories and so on.

But i am missing the essential:

The forms for submit Featured Article, or Free Article
One way for them to pay the Articles
One way to limit the number of posts per month
And one way to Limit the number of links.
Any idea? I want to try it with WordPress... with free stuff if possible
