Dreamweaver is primarily just a web page editor. You don't need to know any languages to use its basic functions.

Dreamweaver is just a program that you use to type HTML and CSS and PHP, Javascript etc into. You use it to write code so it is not specific to one language.

    Offtopic..
To the programmers out there...How many times have you heard a client say "It was done in Dreamweaver (or Front Page) so you MUST build it with that".

WTF? I can edit the thing in a plain on notepad file if I really wanted to...lol

There are people who use Dreamweaver because in some cases are much easier than write in Notepand and much faster....its irrelevant what you saying is made in Dreamweaver or Front Page, its made in PHP, HTML, etc.

Yeah, that's my point, I use Dreamweaver exclusively mostly because of the shortcut commands and the built in FTP but what I am saying is, some clients think that once it starts getting built with a particular editor, it MUST be continued in it (which is not true of course).

Dreamweaver is very good tool. If you know html than you can drag and drop many things which you have to code while writing html on simple notepad.
