Please look at the following url :

Please see the "Article Publishing Tools" in the sidebar. This helps visitors to download the article in various formats for republishing/printing etc.

Is there any way to have this type of "Article Publishing Tools" in a wordpress blog?

I don't think so there is a widgetized plugin like that... You can find plugins for print and email and sharing on social bookmarking & networking but the one you are looking is yet not available.

If created as a WSO, what would something like that be worth to you?

I wrote that code myself, so I know exactly what would be involved in making it into a plugin.
