How do I add this to my site?

I'm looking for something very similar to ESPN's Streak for the Cash dashboard. I need sports matches with the betting odds and to allow my members to choose a team that they think will win the match.

I know that I probably won't be able to do this myself and am going to start looking for outsourced help but to be honest I don't even know what skills I am looking for. Does anybody know how something like this is done?
