    Not sure exactly what your requirements are - could you clarify? Have you designed an HTML template that you wish to convert to a WordPress theme?

    You want to take a PSD or CSS template/design and convert it to WP? Check out RentaCoder.com and hires someone to do it. There are step by step guides, but you can probably find someone to do a "Template Conversion to WP" for under $30.
