I Updated Wordpress to 3.3.1. Now I'm Unable To Login

I updated my wordpress version to 3.3.1. via my wordpress blog a day ago, but since i have been unable to login to my admin panel.

This is the error message that i got:

Fatal error: Call to undefined function is_rtl() in /home/nixs/public_html/wp-includes/general-template.php on line 2102

I have no access to my wp-admin panel at all. That's the error message that keeps popping up.

Does any one have any solution?

I would be thankful.

Yep its pop up domination that is the problem i am guessing. Here is the fix on our blog

  I am amazed that one plugin can shut you down like that. I guess that is why they warn you to deactivate plugins before you upgrade... Doh!

  This and losing the the left hand admin panel on upgrade has been another issue.
  
  If you do not know what plugin is causing the problem, the quickest way to overcome it is rename the plugins file via FTP to something like pluginss and restart.
  
  This gets you back in as well as deactivating your plugins, so you can name the file back the way it was and then switch each plugin back on to find the one causing problems.

interesting. i've read about this a few times now. i'm running wordpress 3.3.1 and popup domination 3.0 and haven't yet had an issue...maybe it's just a matter of time.

also, there's no "advanced" tab as i believe there was in popup dom 2.0, anyone know how to edit the html, through cpanel for example? btw, i don't use an ftp client. thnx
