    I recommend hiring a company that is India based. You will get great work and cheap prices. The only thing that can be difficult is communication as time zones may be an issue

    I know you want to hire someone but you may want to look at Scott Blanchard's Clickbump theme as he has an amazing JumpStart Pro plugin that basically builds an entire site out for you. You just customize images, content, menus and ads. Check it out b/c with the advent of Wordpress, websites are so much easier to build these days.

    Otherwise, you could be looking at a $500 investment.

    Really depends on what sort of website you are after, if it's a simple blog - you can set it up yourself for free, however if you go into something more advanced then prices start from anywhere like 100$ for design, coding, etc.
