Testing A FRONT-END Dev.

I'm in the process of hiring a FILIPINO front end web developer.
I want to compile a test to qualify good talents.

Services I provide for my clients are mostly PSD to html and PSD to WP

What do you think I should "look for" in a good developer?

I wonder if I should put more weight on speed VS knowledge.
Since (I think) knowledge is something I can teach them, while speed is more personality / exp. matter.

Does this makes any sense?

Anyhoo,
was thinking to make a 2 part test. one for PURE html css and one for WP.

The html css, I have them convert a REALLY simple image to a page.

Give these guidelines:

a. ALL styling should be in the CSS file. Keep the html file clean.
b. Add conditional css to IE 7 and 8
c. Add comments to the html and css file when needed.
d. Add a vertical social bar to one of the sides. Use sprites for the images.
e. Add contact form with validation
i. Remember to separate the scripts from the html. DON'T do something like this:

f. Validate the page html:
The W3C Markup Validation Service
g. Validate the page css:
The W3C CSS Validation Service
h. Use a css Reset
i. Make it cross compatible for
i. Firefox
ii. IE 7+
iii. Chrome
iv. Safari
v. Opera
j. Put any JS and jQuery script at the bottom of the page, right before the </body> tag
explain in a comment what each script does.
k. Add a Drop down navigation bar
i. Width like parent
ii. Same code for all drop down menu's
iii. Animation effect
l. Keep http requests to a minimum
i. Use sprites whenever possible
ii. Keep all css in one file
iii. Keep all scripts in one file (if possible)
m. Beware of DIVitis
i. For example, no need for a separate <div> for the nav menu.


and then in the WP section:

1. Wordpress theme
a. Layout - 4 options
i. Right sidebar and content
ii. Left side bar and content
iii. Right sidebar, left sidebar and content
iv. No sidebar, only content


b. Two languages
i. English
ii. Hebrew (right to left language)


c. Drop down navigation bar
i. Width like parent
ii. Same code for all drop down menu's
iii. Animation effect


d. Different headers for different pages


e. Contact form with validation


f. Private members area
i. Make one page that displays different contents if the user is logged in to the site or not
ii. Dynamic login form
1. If user is logged in, display "hello user", and a link to "logout"
2. If user is not logged in, display "log in", end something like "not a member? click to sign up"


g. Dynamic Slider
i. Make a slider anywhere on the page.
ii. The slider should display rotating images and headlines from the recent posts.






What do you think?
Too much? Too little? Something I missed in there?
