Color scheme generator?

Does anyone know of a color scheme generator in which it suggests a color palette but in a more detailed way?

Meaning that it suggests which color to use for titles, another color for links, another color for body etc?

I'd appreciate any suggestions.

I doubt there are any tools that specify how to design a website. I don't think technology has come that far yet!

However, this tool is simply brilliant when picking hues, shades and saturations based on a predefined colour: colorsontheweb.com/colorwizard.asp

Is there a specific sort of rule (for lack of better terms) that you follow?

For example, Headlines, Titles, one color, All Links another color, Navigation bar another color? Do you group them? Sorry to sound confusing, but even though Google knows everything I can't seem to find a cheat sheet with the sample to follow.
