Can anyone recommend a web site designer from the Philippines?

Probably has to do with money more than anything, I don't know but that is big reason countries like that are promoted.

I worked with several programmers from the philippines and they didn't really have the skills to do any really big projects. Wordpress themes and plugins would probably be ok, I don't know, I wasn't really impressed with the output. One of them was supposedly a teacher of programming with a bachelors degree, I sort of feel sorry for the students because his skills really weren't all that great.

I have also worked with the sweatshops there as well, actually got more freelance work via the employees in their off hours than from the company itself. Apparently I paid better than their day job.

The people are great there in the philippeans but the work ethic and actual skill level isn't all that. You have to really know what you want and be able to coach them along or they won't do anything. If you want more independant I would go with India if low cost workers is something you must have.

No matter where or who you end up working with if you find someone good, pay them more and keep them as long as they can be focused on working for you.

If you have a budget between $700 to $1500 USD per month you will have 2 to 3 fully dedicated workers that are college level students, or one advanced level person in pretty much any field you want. My experience maybe different than yours or others but for 5 years I had some reasonably good work come out of those areas of the world. The more you spend the better results you get, because you can hire a more experienced person.

If you want it done right the first time and not have to baby sit anyone then I would go with the USA, Canada or UK like in england area, wales or similar locations. You will pay more but it will be done correctly the first time, which after paying again for the work to be redone somewhere else, the cost is about the same paying someone in the USA once.

That is my experience outsourcing over the last five years, your experience may vary.

Just to let you know, even the street vendors and strippers in the Philippines who did not finish primary grades can speak and understand the English language.

You should go there and see for yourself.

Why not just use someone you have worked with in the past that you have rated as excellent. seems a better option than taking further risks to find something you already have.

How many programmers did you work in the past to make a conclusion like that? One? Two? I got an Indian programmer I hired to do a thesis conversion for me when i got swamped with a lot of projects, he came back to me and said he can't do it. After 2 providers abandoning the same job (the next person I hired was a Filipino), I gave up looking for help and do the work myself which I have finished in 24 hours (my first project on thesis) but i understand, people try to overrate themselves sometimes, but one or two people who failed to do what you asked them to do, does not give you the right to judge anyone.
