Are you asking how to do this on your website?

If you have a file saved on your hosting server, you can save a copy of it to your hardrive and then upload the file to your WordPress dashboard (assuming you are using WordPress). Then either using anchor text or an image, link it to the location of your file.

If you need more details, or if I am off base on what it is you are trying to accomplish, let me know so I can try to help you out further.

Where do you keep the file? which directory?

Is it root (usually public_html) ?

    If it is: yoursite.com/yourfilename.extension

For example, you uploaded a PDF:

    yoursite.com/yourfilename.pdf

Yes, of course. I place my file to the exact same place as you told. But now if I go to that link the file opens but I need the download link how can I get it?

On hostgator the download link is found on the top right of the page where all your folders are located. It usually ends in .zip if its a folder.

Its a good idea to go on live chat on your server and ask them this kind of question. They can help you much better than we can, since we don't know the details

Most current web browsers open PDF files as though they're a webpage. You can right click on those links and 'save link as' to save the file. If you want others to save the file you can tell them to do so. Also, once you open the PDF file you can always simply file -> save it.
