can someone tell me how this person managed to draw arrows and hand write on his web page?

      There are a lot of fonts that will produce that effect. As for the arrows you have to either draw them yourself or buy some type of graphic bundle with them included. To draw the arrows and position it all together nicely I would try GIMP. It's free and they have plenty of instructional videos and tutorials on YouTube.

    A graphics tablet will allow you to create as much handwritten text and drawings as you want.
