Major Wordpress problem please help!

I've upgraded/downgraded, manually uninstalled WP directory, manually re-installed WP directory, now I've taken out the entire Mysql database and I'm STILL having the same issue!

It doesn't matter what theme is active so I know it's not something corrupted or conflicting with a theme. I've removed all plugins so it's not a corrupted or conflicting plugin.

I'm starting fresh... Or at least I thought I was...

Whenever I try to add a category... I can't. Whenever I try to add/remove widgets especially a Text widget (shown in screen shots) the problem surfaces... The WordPress dashboard changes from what it should be and displays the theme... It takes on CSS properties of the active theme and does not allow me to make any changes when logged into the dashboard.

I have NO idea how to fix this problem. Like I said I've started over from scratch and it did not solve this problem... I try to add a new category and right when I hit "save" it takes on properties of the active theme and displays portions of the WordPress website and the active theme...

Can anyone please help me?! It would be greatly, tremendously appreciated. I just wiped out a $500/month site in its entirety to fix this problem and it didn't fix anything...

While logged into the WordPress Dashboard as Admin, I try to make changes and the Dashboard changes and takes on properties of the active theme (twenty eleven, zinepress, wikieasi, twenty ten, etc..). All of the fonts change b/c it takes on the themes CSS and the dashboard actually displays portions of the website inside the dashboard.

Thanks for any and all help.
