Direct Customer Downloads- I'm Lost Please Help

I have a client who wants to be able to provide custom pdf downloads to their customers on an individual level. I though the perfect thing would be a membership site, but as I'm researching, it seems like all of the membership options provide membership levels.

Allow member level 5 access to Xcontent, type set up, when for this case, I need totally individual downloads and access.

Site Wordpress.

Does Anybody know of any plugins or even services that can help me here?

    You want a Shopping Cart that allows Digital Downloads. There are many to choose from.

    Just trying to understand the task... What exactly "individual level" means for you and/or for your client?

    A different PDF file for each customer? How is THAT file made? Manually?

    If it is not a completely different PDF file - then what is the "individual" feature?
