I would like to know how much should I charge for a 5 page /bilingual(english/french) website design to a customer?

I used a template but the customer does not know that,he keeps on asking changes add photo,scan documents,...i even made English/French versions with php.I am thinking to charge 250$,is it a reasonable to ask that much?

You need to lock down the requirements before you can quote a price for the project. Otherwise, you will wind up making $1 per hour because you have to do more and more until you get paid anything.

If you need to be asking this question, it means you aren't confident in how much time it will take you to accomplish what you need, and don't know what it takes to deal with and form relations with clients. What I usually recommend people to do, is start small, and charge an hourly rate, so you get a better feeling for exactly how much time it will take you to accomplish basic tasks. Depending on where in the world you live, your rate could start at anywhere between $8-15 per hour. You'll be able to charge more, or go to a flat rate, once you have more experience.

The way I work, is I charge a flat rate for design work, then outsource it to one of a few people whom I work with regularly. I break even on that stage, or come out only slightly ahead. I then charge $40 - $60 per hour for site coding, programming, and modifications, because that is what I do and enjoy best. I have no problem getting that rate, because I have a good portfolio and it is well documented that I can deliver.

Just know, that if you ever get into serious projects, that $250 is tiny. You should work towards a goal of accomplishing projects dozens of times larger than that.

It all depends on you and your customer. know yourself, know your work and what price you think is reasonable.

for a 5 page website I wont go under $1000 full SEO and CSS.

If its simple 5 page website design i think u can charge around $200....and if its of complex codings,flash works etc..then u can charge above $500.

Hm... when it comes to charges it depends whether you put in a CMS or not.
I would say :
without CMS - about 500$
with CMS - 1000$ - 1500$

cms 300$ they choose the theme I do customization,

Personally, I won't even do a project for under $1000. I do small things for regular people, such as tweak sites or put up micro-sites, but I don't even consider new clients if they don't have a budget of at least $1000. More like $2000 is what I usually recommend as an operating budget. Big sites can be many times more than that of course. This is chump change for any decent business venture. Don't undervalue your work.
